In 1990, a guy by the name of David Koresh formed a group of followers who believed in the book of revelation as an apocalyptic in the New Testament of the bible who called themselves Branch Davidians.  Koresh was a high school drop out that possessed a young charismatic religious belief.  Koresh's followers called him, "The Lamb of God."  The group formed outside Waco, Texas in a well-built compound built to survive judgment day. The Federal Response to Hurricane Katrina Lessons Learned recommended that the Department of Homeland Security establish a National Exercise and Evaluation Program. By extension, the NEEP designated the Homeland Security Exercise and Evaluation Program as a way to standardize exercise planning and execution across governmental levels and sectors. Not all nongovernmental organizations use HSEEP in full or even partially. However, communities, states, and various federal agencies are expected to adopt and employ its tenets. Certainly, it provides the standard that is employed in the National Exercise Program.
